Application of the rule of law principle in administrative proceedings during martial law

The article is devoted to the procedural features of implementation principle rule law in administrative proceedings after introduction martial law. More than 80% lawsuits brought regional courts during are social disputes. During period law, strict application terms by regarding court with claims, appeals and cassation complaints - may have signs unjustified restriction access court.
